Does the 3 to 5 watt per gal rule of thumb hold true for T-5 lighting?

I don't like the ? to ? rule for lighting. You have to decide what you are going to keep and then pick the lighting the will best suit what you are keeping.
You can get lighting and then pick what is suitable to keep under it, but I have found it better to decide what you want to keep and then figure out how to afford the lighting for it.

Well I will be starting out with a FOWLR. Eventually, when I am more confident I want to keep soft, lps, sps and clams. My water depth is 18". I would like to, If possible stay away from MH due to heat issues.
But my real question is... what is the wattage ratio for T-5 compared to VHO?
