macro mode, and back away from the glass, especially if its point and shoot, the glass and water acts like an extra lens and the camera won't focus.
If you back away, then slightly zoom in macro mode, it works well. Tripods or someother steady surface do wonders.
The macro mode adjusts the focal length for close up shots. When using the macro mode close objects will be in focus and the background will be blurred. Check your manual for how to set it in your camera.
