How to tell the Difference between Velvet and Brook?

No. Formalin is the cure for brook, although most victims don't survive anyhow. Copper is used for velvet.

Velvet has a velvety sheen to it and is best seen when looking head on at the fish. Brook will have peeling or sloughing skin. Brook is usually the parasite if the victim is a clownfish. Google images of "marine brooklynella" and marine velvet" (Oodinium). You have very little time with either, a pic would help diagnose what you're dealing with.
 
Got them all in the 20G with copper.

Says 16 drops per 10G im going to add 8 every 24hr to i reach the desired level.

The fish had some white spots and some had a Haze on them.

Also Can i add Zoe Zoecon and Garlic extreme to the tank?

I have added both in the past and it was fine.

This. However the either parasite/disease killa quickly and if treatment has not been started at this point, the odds are not in your favor.
