1) Make 1 mg of miracle grow all purpose liquid, diluted in 1 liter of water. Spray the leaves with it once or twice a week, they will take off like rockets 
2) Start from mangrove seeds, already started mangroves will just die. (if you are gone collect allot of them, get parks permission first) (usually for like 10 of them already fallen of the trees, nobody will ask any questions)
3) Use a bucket with your changed saltwater and sand to sprout them
4) Once they have 2 leaves you can take them out of the sand and hydroculture them to reduce nitrates and phosphates.
5) to make a dent in phosphates and nitrates you will need 1/10 gallons of water.
