I don't think my skimmer's working right...

So my 9010 has been running for about two weeks. I have the blue air-screw thing all the way out, but the bubbles rarely make it to where I can I see them.

The thing's sitting in my sump. I'm not sure what the problem could be. The little snorkel tube thing doesn't put out any water. Is it supposed to?

Yes, the vertical “snorkel” tube should have water coming out of it. The water level inside the skimmer should be at the same level as the top of the vertical tube. If not, then the water level inside the skimmer is too low and the foam cannot reach the collection cup.

I suspect that you have inter-mixed components for “aquarium” operation with components for “cabinet” (in-sump) operation. Here’s my suggested checklist:

1. Download the instructions (http://www.tunze.com/fileadmin/gebrauchsanleitungen/x9010.8888.pdf).
2. Check the air hose pictured above the pump on page 8. It should be connected on both ends and not kinked or twisted.
3. Make sure all the “cabinet” components pictured on page 34 (English instructions on page 35) are in place
4. Check the solid bottom plate (not the open bottom plate) with suction cups on page 34. It should be inserted with the beveled edge facing outwards. Try not to break the tiny tabs on the front edge of the plate.
5. Make sure the skimmer is resting on a solid surface (sump bottom or platform) for a proper seal so water does not escape pass the solid bottom plate.

As pjf said, but also double check that the pump outle is fully inerted into the clear jet pipe in tha skimmer. Also, make sure the coupler is installed between the intake grate and the pump inlet.
