I tend to disagree with you on this. You don't have to have a PHd to pick up a standard marine fish identification and husbandry book that are sold at most pet/aquarium specialty stores and be able to give a general assessment on care requirements. They may not be able to identify the fish to the exact species but the salesperson at the LFS should be able to have an idea of the genus and narrow it down to 1 to 2 fish. The person buying the fish should also research care requirements, size, and temperment before making a purchase. hexedagain seems to have learned his lesson and did the right thing in returning this fish.
