IC 250's Please HELP!!!!!!!!!!!!!!!!!!!!!!

I now have 4 IC 250 ballasts sitting here that are not working. 2 of them were sent from Ice Cap as replacements. Hooked the first one up and it is not working either. I am getting a slight beam of light from the bulb and a buzz from the ballast indicating that it is trying to start it. It tries for about 3 mins then shuts off, tries again then shuts off again permanently. OMG I am frustrated.
 
Try switching the bulbs to insure it is not the bulb.
Second insure the bulb is making good contact in the mogul socket, take a look at the center contact of the mogul socket, can you pull it out a bit with yout finger so it can better contact the bulb?
Finally double check your wiring and grounding. Insure that the white wire is actually going to the center contact of the bulb and the black to the threaded piece.

I have had nothing but great service from IceCap. I think its something that I am doing though. I am going to go home tonight and re wire my ground like in the picture. I dont think it should be this hard...I feel like an idiot. Thanks for the help
 
Could also be your location on your power lines.what i am saying is if you are right after the transformer your voltage is going to be higher than the last person on the transformer,we call it voltage drop.I have seen some people right after the transformer with voltage around 129v and on the same transformer at the end of the line be around 112 or even lower,just depends on your location on that grid.Flourescents have ballast as we all know and if they dont have the min,. reqiurement of voltage to fire the bulb they dont.Just my 2cents and a possibility.
