ID from microscope image - dino?

Trying to help a friend identify a problem in her tank. It is brown and has bubbles attached to it. Looks like a snot. I figured it was dino, but it is not moving. Is there dino which could be static? Here are two photos I took using my microscope.

I agree that those could be dinoflagellates, but I am very bad at ids.

Thank you. I did not see much movement - so was not sure these were dino.

My friend plans to install a UV filter. I will give an update on what happens.
