Hi,

I'd appreciate if you could id this please? Is it bubble algae?

If it is, how would you recommend I get rid of it?

Is there a chance it could burst and do some damage?

Its valonia. I wouldn't worry about it too much, but if you want to expunge it immediately try using a plastic bag as a glove and encasing the specimen you wish to remove. Sometimes plucking can cause it to burst, you can always remove the rock it is attached to, decontaminate, and return the rock back into the tank.
 
Turn off your circulation pumps, start a siphon into a bucket, then you can cut the bubble and pull it off the rock easy when its deflated, just keep the siphon right there to get the contents from inside the bubble. Don't pop it, that can spread the spores faster than the siphon gets them, cut with a razor blade is easiest.
