Identify this? Is it algae?

I've had this clear and red mat-like algae, or something else? , for quite sometime and was wondering if I could get an identification and how to treat it. It will die if I go lights out, but come right back.

Tanks has always been 100% RODI, there is only one fish in there, and very low nutrient.

The Rock was Marco dry and if you search you will see others have had this white fuzzy stuff as well.

The white fuzzy stuff is pretty normal for dry rock, I had it when I started a tank with dry rock. It eventually disappeared. The red stuff is likely just cyano.
