It's bubble algae do a search on it. It will probably have to be manually removed. Emerald crabs sometimes remove it but not always. You should remove it carefully, try not to burst the bubbles or it may spread.

Their called bubble algae. Get rid of them as soon as possible. Do Not pop them because they can release spores into your tank

YOu could just siphon them off or pluck them off with tweezers
