I assume you are talking about adding creatures to a newly set up tank? If the tank has cycled and the water parameters are now ok (mainly nitrite and ammonia are your concerns with a new tank), then yes you can start to add live stock, but do so slowly. Don't add a whole bunch of animals at once. Good luck!
 
If your ammonia, nitrate and nitrite tests are all 0, you will be fine to start with adding one fish. After a week, if all your levels are still 0, you could add another fish.

Samuel, as long as all of your parameters are truly fine, then yes, it's okay to SLOWLY start stalking your tank. Make sure you always research the needs of any inhabitants, PRIOR to making any purchases.
