But wouldn't the aquarium app need certain software incorporated into the app to sync your data across iCloud?

I could be wrong.

If it's like any other app you purchase for Apple devices the app is stored on iCloud and you can download it to another device. The data would then be shared between all devices.
 
Any updates on these apps?

I'm now looking at Aquarimate and AquaPlanner Pro, but I can't decide.
I notice that AquaPlanner as not been updated since 2015. Is it because it is working so well nothing else need to be changed or updated? lol

Aquarimate had a recent update so at least it doesn't look like the developer abandoned it.

Any thoughts?

I use aquarimate and have done for a couple of years now and find it does a good job of storing your data for future reference and can store multiple tanks across both salt and freshwater
