Is it normal?

Is it normal for one clown not to let the other one in the anemone?

I have a BTA, on the smaller side, about 3.5 inches in diameter, and two tomato clowns each about 2 inches in length. The first clown to find the BTA is now acting territorial over it, and is blocking the other clown out. There isn't any fighting over it, so I'm just wondering if this has anything to do with either: A) them figuring out which will be female, or B) The BTA just isn't large enough to fit 2 clowns comfortably.

Any insight would be appreciated. Thanks!
 
my female b&w ocellaris is the same some times she allows the smaller male into the anemone with her other times she looks like shes going to then pushes him out and he resorts to sleeping under the bta along the foot. i guess its just a matter of how the fish feels at the time.
