Is it possible to plumb an external pump over-the-top?

I've read where someone said you shouldn't for many pumps. If I remember correctly, it's because they're more designed to push, not pull, and may cativate. If so, probably depends on the pump (no experience with such). You could give it a try though with what you have, if it doesn't work, you'd just be out a few $$ for the PVC.

Nope. It's fine. There's actually going to be pressure fed to the pump suction which reduces any tendency for cavitation. It will be quite happy. You do have to prime it as Crooke mentions.
 
Yes, you saw it in action on my sump. It works fine. And while it wouldn't prime itself from a dry start, it will start every time after a power outage.

As was said above, to prime it, you need to pour water down your return lines. Then it will cough a bit till it clears all the air from the lines, then it works just fine.
