Is it possible that my water quality is so good my chaeto can't grow because theres not enough waste for it to absorb?

Could be but I have found that athough it can grow on different lighting it seems to grow faster the higher the lighting. Which light are you using? I am using a 175 MH bulb just 10 inches above it.

Im using 120w Spot-Gro bulb i just can't find one with the right K im going to order a few off the internet a few 6000k bulbs

Yes, try a different bulb to see if it improves.
