Is my lighting enough?

I have a tank that is 22.5Lx19.5Wx19T with a 24'' 4 bulb ATI sunpower. I have 2 ATI blue+, ATI aquablue special and ATI purple+, so all four bulbs do put out good par. I want to keep some lower light SPS. Capricornus, digis, birds nest, maybe some millepora. The T-5's are 24 watts a piece.

Do I have enough light?

I can´t say for sure because I don´t use T5. But to be sure a measure with a parmeter will help you.

Millies aren´t exactly low light sps...to my experience they are high light sps!

I'd say you are on the lower end of light range for SPS, ideally you want to be closer to 6 watts per gallon. And +1 on mille's being high light.
 
If its an ATI then you should have more than enough to light almost anything. I don't know how much you like the color, but I would replace the aquablue with another blue+. The purple plus wull be plenty of "white" light.
 
With an ATI fixture, you have plenty of light for any SPS. Just keep the light demanding SPS under the width of the fixture. For lower light corals, you'll want to keep them to the outer edges of the fixture or down low in some shaded areas.
