That's only 3 watts per gallon, I would say maybe. I personally wouldn't do it. You should have at least 200 watts in a 40 before any anemones are introduced. Just my opinion
I've got a bta in my 29g and I've got 6w per gallon. I'm personally upgrading my lighting to help the bta's color. I personally think you'd need stronger lighting or you'll have to have a place high up on your tank for the anemone. That's just my opinion though.
My LFS has a beautiful rose...it has split about 5 times...looks great and good color in a stock 12 nano cube what is that 24w of light? so yes i suppose it is possible..it has been there two years
