Is there something wrong with my baby clown? (pic)

I got these clowns about a month or so ago. They are eating fine and didn't hesitate to begin hosting in my RBTA. The bottom clown in still less than an inch to give you a size reference. Both were VERY small when I added them to the tank and I am concerned about the top clown. As you can tell, he is still "clear" and hasn't developed like the other clown. He eats and acts just fine, I just thought this was weird. Both of them had very little color and their stripes were just developing when I added them to the tank and they both looked similar. Should I be concerned about the un-developed clown? Is there something wrong with him or anything I can do? Thanks for the help.

Yes, there is something wrong there.

I see this from time to time and it generally relates to stress and judging by the looks of the other, they are fighting or something else is fighting with them.

It would put the little guy in QT for a while and see if he can pull thru or not.
 
Even the larger clown looks stressed because of the frayed fins. I'd isolate both clowns for special care.
 
There is nothing in the tank that would bother either of the clowns and they don't fight with each other. They are housed with two firefish, a blenny, and a shrimp goby. The bottom clown doesn't have any torn fins it's just the clear part didn't show up very well in the pictures. I got the clowns from a local breeder who has a good reputation for healthy clowns. I'll try feeding them cyclopeeze and see how he progresses. Thanks for the replies.
 
since he's local I'd ask the breeder if he can take care of them for a little while to nurse them back to health.
