Is this a frogspawn?

What is the base like? The picture is hard to see, but it almost looks like some sort of small anemone.

I'll try to take a closer pic, but my camera sucks.
It looks exactly like the other 2 frogspawns that I have.
It has the same stony base, not like an anemone.

It's really bright green, with silver tips and translucent.

No, it wasn't a hitchhiker. I got it from someone a few days ago.

If it has a hard type base, I wouldn't say it's a frogspawn per say, but something in that type of family. I never have personally seen one that is so clear though. It's hard to say it's bleached necessarily because it appears to have pretty cool colors. Very odd.
