Is this a good predator list?

yes they are not as aggresive as the others but certainly can hold their own .the size matters too ,as it does with all of your choices

Yea, I don't think the Eel will cause much trouble to others.
So my new list?:
Zebra Eel
Emporer Angelfish
Volitan Lionfish
Harlequin Tusk
Naso Tang

is that good?
 
Those fish should be fine together. A 400+ gallon tank should be able to handle more fish than that if you so wished though.
 
I have a s&s puffer and a lion, at first during feedings the puffer would bite off the tipps of the fins but I have learned to feed more carefully to avoid that. Other than that they are fine together after almost a year. I also have a tusk great active swimmer a adds color to the tank.
 
my first two fish was the puffer and lion, then added a marron clown and huma huma trigger. the humahuma started to go after my puffer so i took him out. my newest additions are the tusk and most recently a 3" niger trigger all doing great so far.
 
I would go slow, and start with the fish on your list. You can add othter fish later.

Be sure your tank is well cycled. Quarantine all new fish first, for several weeks - at least two weeks, four weeks is better.

Because your tank is large, you can get larger fish to start. Don't get anything that can fit into the lion's mouth. Avoid in the future triggerfish and puffers, they might nip the lion's fins. Research the needs of wrasses, some need to sleep in a sand bed at night.

Zebra Eel - add any time, can go first
Emporer Angelfish - get at 3-5", add last
Volitan Lionfish - you have room for more than one, add any time
Harlequin Tusk - add as one of the first fish, they are not aggressive
Naso Tang - add after tank is very well established and healthy, but before angelfish - sometimes Nasos can be paired

I wouldn't be in too big a rush to fill the tank. Take it slow, QT and keep researching.
