Is this a type of algae?

I started seeing a new green substance in my tank last week that I am assuming is another type of algae. The mexican turbos haven't found it yet or don't want to eat it. At the center of the image is green stuff that resembles peas. The width of the entire picture represents about 5 inches in the tank. Does anyone know what this is and if it is a real concern?

That's a bubble alga, I think. There are a number of genera of them, I think. They can be a pest, although nutrient control has worked for me.
 
I use a pair of bamboo tongs to get those out. Just make sure you don't pop em or more will appear soon. You can also take your rock out and scrub them.
