Is this a Zoa or just a polyp

it is a small colony (a frag) of Zoanthid polyps .. each "head" is considered a polyp. Sometimes you'll see the really highend Zoa's that are a single polyp. In time they'll proliferate and produce more polyps. I have some small colonies (like yours) that I purchased last year that are considerably larger now.
