is this algae?

any idea if this is an algae problem im having or bacteria. it is only growing where the light is not shadowed or intense.

It looks like a microalgae that is in the process of dieing off. Has there been conditions that would have let algae grow and then you implemented corrective measures?

it collects on glass but not really? it seems like just the stuff that floats around from the powerheads sticks to it or when i clean the glass it floats back sometimes, as far as corrective measures, ive started 2 part as of lately and got a new RODI since my last one was basically destroyed.
