It is a drive unit of a Nano Stream 6045. The pump would not start without a push to the propeller. And when it does, it sounds a tad buzzy.
 
Yes, that white disk should be attached to the impeller, assuming the metal shaft is intact and still rigidly fixed in the motor, a new 6025.700 drive unit and 6025.740 disk (replaces the older stainless steel one) will fix it.
 
I don't know if you can see it from the picture, the metal shaft is inside the drive unit. I see metal too inside the motor block. I suppose the shaft broke too?
 
In that case, it is broken, is this a 6025 or 6045? The best course would be a complete replacement as the images reflect a pump from 2006 and 2007 and a lot has changed in the last 5-6 years. Let me know the model and I will PM you details on getting it replaced by a current version.
