Is this Ich? IN QT for weeks and nothing changing

What do you guys think, is this Ich? This little guy has been in QT for weeks with no new spots and no less, but he doesn't seem to be changing at all. He displays no other signes of Ich. He swims freely around the tank QT, doesn't rub on anything, his fins are not pinned, and he eats (not like a pig, although he never has). He does have slightly cloudy eyes, but I have no idea how long they have been like that/ if it is from treatments.

Sorry for the flashspots, but it was the only way I could get 1 white dot to show up.

It doesn't really look like ich in the photo. It could be some raised scales or possibly lymphocystis near the lateral line. Take a close look at the fish while it is trapped against the glass with a flashlight and a magnifying glass.
