Is this ich or marine velvet? Please help!

My best friend bought a 7" blond naso tang 3 days ago and it is developing a weird tiny white spot. He had an ich outbreak in his tank and he got a powder blue, regal tang and a yellow eye kole tang in quarantine right now. But the white spot are smaller than the white spot on the other 3 fish.

The older purple tang and foxface in the main display are fine atm.
It's a red sea reefer 450 with a 15w aqua uv unit.

Hopefully it's not marine velvet...

Thanks a lot guys! I'll tell him tonget some Chloroquine Phosphate. Hopefully out lfs carry them. And more bad news, the blond naso seem to get the black ick this morning. He also found a carcass of a smaller fish this morning, it was eaten by nasaeris snail so he can not identify which fish is it. But it might be the blenny he got yesterday or the royal gramma he got 5 days ago.

Black Ich will need to be treated with prazipro. I would have him check water quality, Black Ich is usually caused by poor water conditions
