Is this normal?

Bought a tiny (~3" diameter) Sebae anemone 5 days ago at my local LFS and noticed that it has this limp looking, skinny cluster of tentacles near it's mouth that don't seem to want to inflate... Is this normal... like if it had been cut/divided and just hasn't healed all the way or something (*I don't actually know if it was produced that way). I just wanted to head off a problem... in case there was one.

Information about my tank:
Around 55 gallons total water volume
21" height, ~ 17" positioning from light
2 USA Orbit LED lights
2 Hydro koralia 600 gph powerheads
1 MJ 1200 powerhead
2 Fluval C hob filters (running carbon/)
1 Coral if Super skimmer 65g set to dry skim
and running ~6 tbsp of GFO (just started yesterday to help with a Dino outbreak)

Red Sea Test kit:
Nitrate ~5
Nitrite 0
Ammonia 0
Salinity ~33ppm

The anemone seems to like the flow and lighting, despite it being LED... it has secured it's foot under a small overhang of rock on one of my baserocks. I finally spotted the mouth today (since I put it into my tank) and it is firmly shut.
