Is this tank safe for Dwarf Seahorses?

The only issue I see with that tank is the slots in the overflow. The openings are relatively large and the sea horse may get stuck on them or go through them. If you were able to add some 1/4" mesh to insure and they can't get through that would help. Flow will also be a factor as sea horses need very low flow so they can get to the food. It looks like that tank has a relatively small return pump which should be OK.
 
Biggest problem I see with it is that it's too large for dwarfs unless you want about 100 of them.
For 8 dwarfs, a 2.5 would be sufficient.
I've kept up to around 50 in a 5g with no problem.
When you have too large of a tank, feeding becomes a big problem.
Dwarfs don't normally hunt for their food, but rather sit perched and wait for the food to come by so they can snick it up without effort.
This means having a heavy density of the enriched brine nauplii in the tank that also need to be removed before the next feeding as the enrichment is quickly lost and you want them to only feed on the new enriched ones.
In a ten, I would estimate feeding density would be about the same for 8 as it would have to be for 50 of them.
 
As far as the intake, I would also recommend covering it with some type of mesh or filter sponge media. Should prevent a pony from getting sucked in or stuck to..
