Does this apply to the Neptune wxm module or neptune aqua illumination cable? I tried adding them to my cart, but it didn't apply any discount.

This does include the WXM and AI Cable. They should add in just fine as long as you're adding it from the Neptune category on our website. Let me know if it does not and I"ll fix it for you.
