OK , my second attempt to keep a flame hawk and again it decided to go carpet surfing, In everyones opinion which reef fish are most prone to jumping out.

Gobies, Hawks.........

hawkfish, jawfish, gobies, cleaner shrimp.

Certain wrasses (like 6-line or fairy) have a reputation for jumping, as well.

If you want to keep an 'open top', just use some eggcrate material as a makeshift cover. I have a jawfish & flamehawk, and both remain in my tank... so far.
 
All fish can jump, and will jump. If you plan on keeping fish it is best you prepare a netting for the open top area of your aquarium. There is nothing more horrible than losing an expensive, or a fish you have had for years.
 
Many are more than capable but fairy wrasses are the worst. Seahorses are the only ones you don't need to worry about.
