If a 20G tank has an evaporation rate of 1g per day.....and you auto-top-off 1g a day....will the tank ever need a waterchange?

As the water evaporates it leaves everything behind that you are trying to remove that is why water changes are needed.

Do the water change to replace the trace elements used by your coral/clams

Water changes also replace trace elements that are consumed by creatures or exported by the skimmer.
