They both dose calcium and dKH. They use different methods to do so. Like said already a klak reactor has more limitations but will suffice on a smaller tank with less corals and clams that suck up calcium. A benifit of the kalk reactor is it has a higher ph and can be used to eliminate phosphates. If used together the two can make a nice team.
the media in a reactor will not dissolve (subsequently releasing the increased concentrations of calcium and alk) without a very low pH, thus CO2 seems like an absolute requirement to me.
