Kent marine filter media

I have a Kent marine bio reef and would like some advice about where to put fine filter floss in chamber2.Some people say at the top of chamber2 and some people say the bottom of chamber 2,Who is right?

The diagram from Kent shows bioballs at the bottom of chamber 2, then the coarse filter pad followed by fine filter pad on top.
