Kind of confused with my 75's PAR

I threw this up on Facebook last night but got nearly no response so I'll try here: My 75 is finally coming back around and not killing everything so I took some PAR readings after settling my lights in a bit, and I think I'm kind of at a lower PAR than I want to be.

It's a 75 running bare, so 20" of water, and under my Radiums I'm getting readings of 300-320 just under the center surface, and 190-210 or so at the bottom. Is it just me or is that a touch low? I was hoping to see values closer to 450-500 at the surface. Anyone have readings from their system with a 18-22" water column?

Or... do I need to recalibrate my PAR meter? I'm running 2x250W Radiums on a Hamilton dualie M80, mounted about 15" over the surface with a pair of LED strips for accents and viewing.
 
I don't think you need to re-calibrate. I don't have a ton of halide experience but at 15" above water line, that doesn't sound too strange. Par of 200 on sandbed is strong enough for sps.
