try soaking it in a little garlic. but give him time also koles are somewhat shy and will take a little while to adjust. Keeping trying because nori is must with tangs. they are herb's in the wild.
Where are you placing the nori? If you're clipping it to the glass, try attaching it (rubberband or whatever) to a rock instead. Maybe he'd be more inclined to try it. Once you get him eating it you could always try going back to a clip.
Does he eat anything else at all? Try some spirulina.
Make sure that you at least try this one time: just like Fountainhead said, rubberband the seaweed to a rock but make it really close to the rock with none sticking up. I am like a broken record saying this but it seems to entice them to eat nori. It must simulate something in the wild for them. I would think that might work well for a fish that is picking on rocks a lot.
