LA tanks raised tang?

I see that LA is offering tank raised blue tangs. I assume this is when they collect the fish in larvae state, but don't really know.
Can someone just briefly explain the process these fish go through? Are they shipped to the states as larvae, kept where they are collected, ect.

they are not tank bred, just tank raised.
