Most places that sell CO2 swap cylinders. Many don't even refill on site, you have to drop your tank and go home with another that's already been filled. SOP for places like that around here is to "rent" the tank to you, or more specifically, charge a $100.00 deposit.
There's a benefit to doing this, you aren't responsible when your tanks is due for hydrostatic testing.

check out Hydrostat in Deerfield they hydro and fill co2 tanks. They also sell them..
