could 2 72 watt compact fluorescents sustain a green bubble tip anemone?

Maybe in a small tank. I wouldn't attempt an anemone in anything smaller than 40 or 50 gallons as conditions swinging in a smaller tank could kill it quick. So based on that you should have at least T5 HO for the anemone to really thrive. T5s are pretty cheap, plus you will be able to keep a bunch more corals with the upgraded lights.
The answer IMHO, is yes they could. You just need to understand that it would probably require them to be up very close to the bulbs at the top of the tank. I think RobNJ is right in the sense that everything would need to be ideal with that lighting, ie very clear water, but that isn't any different from any other scenario honestly. Anemone's are quite often finicky creatures in general.
