and what lights would you recommend for actinic suplementation(preferably on the cheap side)

no, they are not too much. You can retrofit some T5's if want to sup some actinics

I have to admit those light are nice(I know a few people that use that light) I was asking cus there is a pair for sale for $500 ready to go with 15k bulbs I think
