I also have a 150W Arcadia 10k DE HQI along with 250W BLV 10k DE HQI, and 400W BLV 10k SE. Using my Apogee PAR meter at the same distance from the bulb I see a linear increase in light output i.e. the 400w is around 1.6x the 250W DE. One factor in this maybe the fact that here in England we run at 240V and the correct ballasts to fire the 400w BLV bulbs are easily available.

However, I would say that distance from bulb is the important factor. I have run the 150w DE with the cover glass as close as 2" to the water on a 40g. In this configuration the light is rather focused but at the surface can equal a 400w hung 12" in the air. In a shallow holding tank where you only have a few inches of water I see low wattage hung low as been much more economical.
