I plan to get PFO 24in Parallel Reflector w/ mogule socket and the IceCap 175watt NEW Style Halide Ballast. Do I need to get the PFO IceCap Convert Plug for the PFO to connect to the Icecap ballast?

Yes, you will need either the PFO Icecap convert, which is basically a grounded cord and a PFO HID quick connector, or you can get the PFO ELBOX only and that would have all your connections and give you enclosed box and on/off switch.
