Lionfish under the weather

Hello.
I have a black lionfish in a 38gal tank. he is still eating but his eyes became clondy and there seems to be bubbles on his eyes. i gave him a freshwater bath which cleared the eyes a little but the bubbles remain. I do not know what this is. Help.

Is the bubble inside the eye, or on the outside lens?
