Live Rock and Base Rock

I have 50 lbs of live rock in my cycling tank. I also have 25 lbs of base rock that I want to add to it. Does it matter which goes on the bottom (base or live rock) ?
 
I would personally put the base on bottom also, but it really does not matter how you do it I don't suppose. Its a matter of preference.
 
Put it where ever it looks best. I put new base rock in my sump for a few months before introducing it to my main tank. That way it has a more "live" look to it.
 
I placed my base rock on one side of the tank and placed the live rock on the other. The base rock is populating very nicely right now.

This may be a stupid question, but what is a sump?
 
A sump is a place where you can put all your extra equipment...like your heater and filters and all the rest...you can also have a refugium in it if you like...

They're generally situated in a tank underneath the display tank, but the plug-and-plays have them situated behind the display tank.

The sump also adds extra water volume...
