i am setting up a new tank and cant remember how much live rock per litre/gallon of water i need...

i want to use the live rock as the main filter ,i will also be running a protien skimmer, refugium with cheto and a calcium reactor

IMO different rock has different levels of porosity and density, some light porus rock wont require using as much poundage wise as if you selected dense heavy rock.
I have a suggestion you may want to consider depending on what fish your going to keep, and the size of your new tank. If you have a large enough sump/fuge utilize that space for a portion of your rock and this will allow you a more open space in your display for the more active large fish.

the tank is going to be 475 ltrs and the res/fugi is 216 ltrs...its in the making right now i have to wait 7 to 10 days for delivery . so yes plenty of room down bellow for rock
