Live Rock... I still don't understand...

No. But what are you trying to achieve? Clowns are reef fish, and intimately connected to it. If you remove clowns from their natural context they'll probably survive, but you'll end up with a piece of conceptual art, and not an actual biotope.

Also: I still don't think that incorporating the FW "inch of fish" standard in marine tanks is really prudent. Many FW fish live in turbid environments -- heck, paradise fish live in sewers! -- and can put up with a fair bit of crap and overstocking. Most marine fish available to the hobbyist, though, were collected from pristine reefs environments. That's why we've got to try to replicate that just to keep them alive.
 
Correction: if you have clams with photosynthetic zooxanthelle, then the answer is yes (to the addition of more live rock)...unless you dramatically increase your lighting and/or offer them some elevated structure upon which you can perch them in the bigger tank. LR is handy, if nothing else, in providing a basic structure for your corals and inverts.
 
If there are no plans of adding more livestock and you are upgrading lighting to make up for the difference in height, then no you do not NEED more rock.
