Live rock verses dry rock plus and algae issue

I am planning a 240 gallon build in the near future. I currently have a 75 gallon reef with a mixture of fuji live rock and pukani rock. Never had any issues with it minus some diatoms after adding the dry pukani. I added 2 kessil 360we and replaced the cheap LEDS about 5 months ago. I have battled cyno, bubble algae, and some green hair algae. Ironically my fuge looked better than my display. I recently took it offline to work on a overflow. I added a auto water change system and have been doing 5 gallon changes on top of that every few days to combat this. My hanna ultra low phos checker says I have 70 ppb of phosphate. I feed about a pinch and a half of pellets every 2 days just to keep the nutirients down. I make decent skimmate, I run GFO and carbon. My display looked pristine with a little cyno periodically till i added the Kessils. I had them running at 85% peak for about 3 hours a day then ramp down.I changed that to 65% last week to see if this helps. I also supplement with 2 T-5 bulbs. I have 2 Gyres set to ramp back and forth from 50% to 100% during the day. I have 8 fish in the tank with none no larger than 2.5". The only changes I have made to the system over the last year was adding the gyres and setting up the water change system plus the new lights. I suspect it is something in the spectrum that is feeding the algae. It was so bad, the chaeto quit growing. I usually gathered a shopping bag stuffed every month. I dont over feed nor am over stocked. So could it be the rocks that are leaching? I started this setup in 2011. I would have belived it would have worked itself out by now.
I said all that to say this, should I dispose of all the current rock and start over? I would really like to incorporate my existing rock and supplement with TBS live rock. But I will not add this to the new system with all the algae I am fighting right now. I really dont want to spend the money on a 250 gallon set up from TBS. maybe cure 1/2 of the rock from dry rock and do the part 2 package after the cycle. Im torn as we speak about this.
 
Pukani a LOADED with po4 and dead animal matter. It's highly recommended to at least cook it (Google cooking aquarium Rock) or muriatic acid.

Odds are good the pukani blew your readings out of line.
 
How old is the tank? Rocks turning color is normal IMO, whether your using dead rock, live rock, tap water or RO/DI. Time will tell... GL.
 
I did cook the pukani when I added it to the tank. The tank has been established since 2011. I know the rock will turn colors. I use RODI since the tank was established. For some reason, when I added the Kessils, I had a massive algae bloom and have not recovered since. I think it was asomething in the spectrum I was missing for algae growth that the kessils have. I made a horrible mistake starting a reef with Cheap lights. But I have always supplemented with t-5. I seems to be getting under better control with the constant water changes. If I can get the rock clean again, I will most likely try to use them.
 
Have you tried increasing the lighting for the chaeto? If the chaeto was handling a majority of your nutrient export before and all you have changed is the lighting I would hazard a guess that the algae in the DT is able to get a stronger foothold with the improved lighting it is getting. I would probably cut the DT lights back more and increase fuge lighting and see if you can switch growth back to your chaeto. Maybe find one of those nice grow lights you could use and see if that gets you back where you want to be.

Hope you get it worked out. We had a 90g and were battling HA before we moved. About 3 months before the move I started up an algae scrubber and was seeing some positive effects.
