looking for help with popeye on my goby

i have a watchman goby that has had cloudy eyes for a couple days now. i was treating it with formalin-3/freshwater dips and stopped due to it looking more like popeye. i am looking for suggestions on how to take care of the popeye before it kills the goby

It could be the water quality. This happens to one of my fish in QT after I had an ammonia spike. Do a water change and test for nitrate and ammonia.
