Losing my mind on skimmer adjustment. Help please.

I have an ATB 840 skimmer. I seem to have lost my way in getting it adjusted.

I want to raise the water level in the skimmer"¦ should I adjust the two alignment dots toward each other (in alignment) or twist the pipe so thee two dots are further apart? Do the dots in alignment (as pictured) mean the outflow is completely open or completely closed?

I do have the skimmer in 8" of water in the sump, and it seems no matter which way I rotate the pipe the water level stays the same (a bit too low).

take that wedge pipe out and you should be able to see, if the gap is getting smaller then the water level in the skimmer goes up, if it's bigger than the water goes down . i believe when the 2 dots line up it means the wedge pipe is closed
