Lower temperture can bring out the colour of fish?

An Italian fish fan told me he bought a big chiller for his 400 gallons fish tank. He's had a 14" Maulosus Angel for one and half year ago. But during the first 5 months, the colour of the angel was dirty blue. Later on, summer is come, the temperture of his tank was 82F-84F, so he decided to buy a big chiller. he set his temperture at 72F-74F, after 2 months later, the Maculosus Angel's colour became bright blue! Now, all of his fish are better than before he didn't has a chiller. I think the lower temperture can reduce the metabolism of fish, so they grows up slower and keeps their colour as in the nature. Hope every one can express your opinion!
 
I run my tank at 81. And my fish look plenty colorful for me. My clowns have dark orange coloring. My mandarin's face is as shiny as I've ever seen, and my royal grama and Coral Beauty display vibrant purple and yellow colors. I have no need for cooler temps for my fishes color.

IMO, good health: water quality, variety of foods, plenty of space is what is most important for fish color. If they are healthy, they are colorful. I've also read higher temp helps their metobolism. It's better to raise it up than to slow it down. Because it can help them fight infections and diseases.
